JOHN FARROW

Chairman of the Board

John Farrow is Chair of LEA Group Holdings Ltd. an international transportation, civil engineering, urban planning and management consultants with over 1100 employees in eight countries. Previously he was Canadian Managing Partner for The Coopers & Lybrand Consulting Group, President of Toromont Energy Ltd. and President of the Canadian Urban Institute.

He is a professional planner and management consultant focused on city management and urban policy. He has undertaken projects on city planning, city management, economic development and institutional strengthening in 10 countries. He has also worked extensively for the private sector including Honda, General Motors, Mazda, Spar Aerospace, the Bank of Montreal, Bentall Capital and a number of real estate development companies. He currently serves on the Board of the West Northamptonshire Development Corporation in the UK.

CARYL ARUNDEL

Vice-Chair

Caryl has more than 20 years experience in municipal government in Toronto and in London, England. She held a range of senior positions including direct operations in housing, child care, social policy and planning, housing development, organizational and operational analysis, and political support to the Mayor of York and the Metropolitan Chairman.

Caryl currently works as an independent consultant on a range of policy and management consulting projects in the public and nonprofit sectors, including research and policy analysis, program evaluation, organizational review, strategic planning and training. Clients include public sector, community-based organizations, provincial and national nonprofit organizations, and think tanks and funders. Her policy interests are in urban governance and social and health policy. Caryl is also a part time Instructor with the Department of Politics and Public Administration and in the Nonprofit Management program at Ryerson University.

Caryl has been an active member of the Institute of Public Administration on the Board of Directors, the Research Committee and Service to Members Committee and continues her involvement with the Toronto Regional Group of IPAC. Caryl also has volunteer experience with a number of nonprofit community based organizations in Toronto.

Caryl holds an MPA from the School of Policy Studies, Queen's University and an MSc in Planning Studies from the London School of Economics and Political Science. She has an undergraduate degree in urban geography from the University of Toronto.

LARRY BEASLEY

LARRY BEASLEY is the retired Director of Planning for the City of Vancouver.  He is now the “Distinguished Practice Professor of Planning” at the University of British Columbia and the founding principal of Beasley and Associates, an international planning consultancy.

Over thirty years of civic service, Mr. Beasley achieved land use and transportation plans along with careful development management that have dramatically reshaped Vancouver’s inner city.  He also led the revitalization of neighbourhoods, a strong heritage preservation program, the City’s urban design studio and a successful civic fundraising initiative.  For the last thirteen years of his civic service, he was a principal decision maker for Vancouver’s development approvals.  He now teaches and advises the private sector and governments around the world.  He chairs the ‘National Advisory Committee on Planning, Design and Realty’ of Ottawa’s National Capital Commission; he is the Chief Advisor on Urban Design for the City of Dallas, Texas; he is on the International Economic Development Advisory Board of Rotterdam in The Netherlands; and he is the Special Advisor on City Planning to the government of Abu Dhabi in the United Arab Emirates. For three years, he was also vice-president of Aquilini Development and he is now Senior Development Advisor to Concord Pacific Developments.

Mr. Beasley has studied architecture and has degrees in geography and political science (B.A.) and planning (M.A.).  He has also been awarded two Honorary Doctorate Degrees (Hon. L.L.D.), from Simon Fraser University and Dalhousie University.   He is a Fellow of the Canadian Institute of Planners, an Honorary Member of the Canadian Society of Landscape Architects and has been recognized as an “Advocate for Architecture” by the Royal Architectural Institute of Canada.  He is also a Fellow of the Dallas Institute and sits on the Board of the Canadian Urban Institute.  In 2007, he received the Kevin Lynch Prize from the Massachusetts Institute of Technology, the most prestigious award in American planning.

Mr. Beasley is a Member of the Order of Canada, the nation’s highest honour for lifetime achievement.

MARNI CAPPE

Marni Cappe is the principal consultant and owner of M Cappe Consulting, specializing in local governance and urban policy.  With more than 30 years experience as a professional planner, Ms Cappe has worked for federal, provincial and local governments, as well as business and non-government organizations.  In 1988, she joined the Planning Department at the Region of Ottawa-Carleton as Housing Policy Manager, and during the following twelve years, also served as Manager of Land Use Policy and Infrastructure, and finally, as Acting Director of Housing, responsible for housing and homelessness issues.  In 2001, Ms Cappe joined the Federation of Canadian Municipalities as Senior Policy Advisor, responsible for the Quality of Life Reporting System, the Big City Mayors Caucus, and research and policy on local government finance.

As principal of M Cappe Consulting, she has recently engaged in a variety of projects, in areas relating to: climate change, immigration strategies, affordable housing, sustainable infrastructure, and local governance.

In 2009-10, Ms Cappe was named the Thomas Plunkett Executive-in-Residence at Queen’s University and was an Adjunct Professor cross-appointed to the School of Policy Studies and the School of Urban and Regional Planning.

In 2009, Ms Cappe began a two-year term as President of the Canadian Institute of Planners.  She holds a Master’s degree in Urban and Regional Planning from the University of Toronto.

ERIC CHAMPAGNE

Eric is assistant professor in public administration at the University of Ottawa's School of Political Studies. His current researches focus on multilevel governance (intergovernmental relations between federal, provincial and municipal governments) in urban and metropolitan service delivery on one hand and on the outcomes of organizational development initiatives on public sector reforms in developed and developing countries on the other hand. Before joining the University of Ottawa in January 2009, he worked as a World Bank public sector reform specialist in the area of decentralization, local management and governance.

From 2007-2008 he was a senior strategic advisor to the Government of Canada on management and governance issues. Eric received his Ph.D. in Urban Studies from the Montreal’s Institut National de la Recherche Scientifique, a Master’s degree in Regional Planning and Development from Université Laval, and an Executive Graduate Degree in Organization Management and Development from Fielding University. He was also an International Urban Fellow at Johns Hopkins University’s Institute for Policy Studies (IPS) from 1998 to 1999.

He is currently a board member and a researcher at the University of Ottawa’s Center on Governance and he also serve as a member of the Scientific Committee at the University of Montréal’sObservatoire de la mobilité durable (Observatory of sustainable mobility).

TERRY COOKE

Terry Cooke joined Hamilton Community Foundation as President & CEO in January 2010, assuming leadership of its donor development, a comprehensive cross-sector grantmaking program and community leadership in poverty reduction, the environment, arts and culture, and citizen engagement. Mr. Cooke brings to the job his leadership abilities, his wide-ranging experience, and most important, his passion for Hamilton.

Mr. Cooke is a corporate director of Northgate Properties, and The Canadian Infrastructure Development Fund.

Mr. Cooke has been serving his community for over 25 years. He was elected Chairman of the Region of Hamilton-Wentworth in 1994 and re-elected decisively in 1997. Under his leadership, the Region gained recognition as an international leader in the formation of successful public/private partnerships. He was also the primary political champion of the amalgamation of Hamilton and its former area municipalities into the new City of Hamilton in 2001. Prior to his election as Regional Chairman, Mr. Cooke was elected three times as a City and Regional Councillor for Ward One in the City of Hamilton.

Upon his retirement from political life, Mr. Cooke entered the private sector with his appointment as President and Chief Operating Officer for the Foxcroft Group of Companies, which includes Fluke Transportation, Hamilton Terminals and Fox 40 International. During Cooke’s five years leading the Foxcroft Group, the businesses enjoyed an unprecedented level of profitability.

Terry Cooke began his career in 1983 at the Ontario March of Dimes where he was Provincial Director of Housing and Support Services. During his tenure with the March of Dimes, Mr. Cooke lead the development of housing and support service programs for disabled persons in over 20 communities across Ontario.

Mr. Cooke is a past Chairman of the Hamilton-Wentworth Police Services Board and also served on the boards of GO Transit, the Greater Toronto Services, Hamilton Health Sciences Corporation and Horizon Utilities.

Terry Cooke has done a great deal of community service and volunteer work and has been recognized with awards such as Honourary Chief of Police for the Hamilton Police Service and the Queen’s Jubilee Medal for Community Service. He has recently co-chaired the capital campaign for Wellwood Resource Centre.

Mr. Cooke resides in Hamilton with his partner Maureen Wilson and their three children, Lane O’Hara, Frances and Wil. An avid athlete, Mr. Cooke enjoys squash, basketball and running and has completed numerous marathons including New York City, Chicago and Washington D.C.

JOHN G. JUNG

John G. Jung joined Canada's Technology Triangle Inc as Chief Executive Officer in September 2008. He came to CTT Inc from his role as President and COO at the Greater Toronto Marketing Alliance (GTMA) since 1998. Previously John served as President and CEO of the Calgary Economic Development Authority and as an urban planner and developer in Canada in Toronto, Calgary, Fredericton and St John’s as well as locations internationally.

John is an award-winning registered urban planner, urban designer, economic developer and global speaker on planning, development, urban design and economic development related issues, including “intelligent communities.” He is a graduate of the University of Waterloo in Urban and Regional Planning and holds a Masters in Urban Design from the University of Manchester in the UK. John has also received two honorary degrees for his international work from other international universities.

John is also Co-Founder and Chairman of the global think-tank called the “Intelligent Community Forum” (ICF) headquartered in New York City. He has published articles on urban development, urban design, planning and economic development and co-authored a booked called “Broadband Economies”.  John has also addressed audiences worldwide on the topics of economic development, smart cities and international marketing of cities and urban regions. John is also the president of a foundation and the President of the Intelligent Community Association representing 86 Intelligent Communities around the world. He has also worked on or created several major Canadian and global initiatives, including work on Cyberport in Hong Kong and the Ontario Tech Corridor.

John has been covered by the BBC, NY Times, Wall Street Journal, Globe and Mail, Toronto Star, CNN, CBS, NBC, CTV and CBC, among other international press and various business journals. He is also a regular columnist for a global newsletter and blogs in New York City and San Francisco as well as in Ontario. John sits on several international and local boards and committees such as the Accelerator, Pragma Council and Prosperity Council in the Waterloo Region and the Canadian Urban Institute in Toronto.

 
     

MICHAEL MURRAY

Mike Murray is currently the Chief Administrative Officer with the Regional Municipality of Waterloo where he has overall responsibility for all of the Region’s functions including Social Services, Public Health, Transportation and Environmental Services, Planning, Housing and Community Services and all related corporate support functions. Mike has been with the Region of Waterloo since 1992, in a variety of positions, including Director of Water Services and Commissioner of Transportation and Environmental Services.

Before joining the Region, Mike worked as a consulting engineer, mainly in northern and western Canada where he was involved in the planning, design and construction of numerous water and wastewater treatment facilities. Mike has also been involved in several international projects including projects in Brazil (groundwater protection), China (environmental sustainability) and Ukraine (regional governance development).

Throughout his career Mike has fostered collaborative working relationships with diverse stakeholder groups. He was a founding member of the Waterloo Region Immigrant Employment Network and the Waterloo Region Tourism Marketing Corporation. Mike has also served on the Boards of numerous industry associations and not-for-profit organizations including the Canadian Water and Wastewater Association, The Ontario Center for Environmental Technology Advancement and Canada’s Technology Triangle Inc. (the Region of Waterloo’s economic development organization).

In 2002, Mike was appointed by the Province of Ontario to serve on the Central Ontario Smart Growth Panel. He has also been honoured by the Ontario Waterworks Association for dedication and leadership in the water industry, and by the Grand River Conservation Authority for significant contributions to the Grand River Watershed.

Mike has a Bachelor’s Degree in Chemical Engineering from McMaster University and a Master’s Degree in Civil/Environmental Engineering from the University of Toronto. He has also completed the Queen’s University Program for Public Executives, and leadership programs at the Banff Center for Management and the Niagara Institute.

EDWARD SAJECKI

Ed Sajecki is the Commissioner of Planning and Building for the City of Mississauga, Canada's sixth largest City, with a population of more than 700,000. Prior to joining Mississauga in 2003, he was Assistant Deputy Minister with the Ministry of Municipal Affairs and Housing of the Province of Ontario, responsible for land use planning, building and housing. Previously he was General Manager of Development and Infrastructure of the City of Burlington as well as Chief Executive Officer of the Burlington Economic Development Corporation. Mr. Sajecki has extensive senior executive experience in urban planning, development and management with Canadian local governments and was Commissioner of Planning and Economic Development for the former Cities of Etobicoke and York. He has also served as General Manager of Planning and Development for Eastern Canada for Canadian National Real Estate.

Mr. Sajecki is a civil engineer and professional planner.   He has international experience related to local government in China, Eastern Europe, Bosnia-Herzegovina, Ukraine, and the Caribbean and has provided advice to governments on strategic planning and economic development. Mr. Sajecki holds a Bachelor of Applied Science (Civil Engineering) from the University of Toronto and a Master of Science (Urban Studies) from Salford University in England. He also completed the Executive Management Program at the School of Business of Queen's University.   He is a past president of the Association of Ontario Land Economists.

RUPEN SEONI

Vice President and Practice Leader at Environics Analytics, Rupen Seoni manages the government, health care and not-for-profit practice. He brings fifteen years of experience in market analytics, working with market leaders to unlock the value of information in decision-making and business strategy. His practice area specializes in helping public-sector organizations understand population trends, segmentation and performance benchmarking. Previously, he has worked for both consulting and client firms in consumer packaged goods, financial services, retail and not-for-profits. Prior to joining Environics Analytics, Rupen led CIBC’s customer satisfaction tracking program and was an internal consultant on various marketing problems. He worked at Compusearch, Canada’s original geodemographic company, and ACNielsen early in his career.

As a consultant, Rupen has helped not-for-profits such as Pride Toronto and First Night measure the economic impact and marketing opportunity of community festivals. Rupen also serves on the board of the Community One Foundation. He graduated from the University of Toronto with a master’s degree in Urban Planning.

 
     

MAY WONG

May Wong is a leader in strategic giving who has worked with and advised public and private foundations in effective granting for over 18 years. Currently leading new program development for the Omega Foundation, May previously served as Vice-President, Community Initiatives of the Toronto Community Foundation, Associate Director of the Toronto Atmospheric Fund and Program Manager of the Ontario Trillium Foundation.

As a volunteer, May has served on numerous boards including Environmental Defence Canada and the Harry Jerome Scholarship Fund. She has advised public policy and sector planning on environmental, arts and child development issues. She is a member of the board of directors of the Canadian Urban Institute and Diaspora Dialogues. She is a member of the Steering Committee of the Environics Institute's Urban Aboriginal Peoples' Study.
