The award was in recognition of the town’s participatory, community-based planning initiative and the resulting innovative approaches to economic development that allowed it to attract and retain environmentally friendly investment and to create significant new employment. United Nations Habitat Good Practice, Province of Guimaras, Philippines – 2000
In 2000, United Nations Habitat classified the Province of Guimaras as a "good practice" for its efforts toward improved local governance related to environmental protection and economic development. Through CIDA-funded technical assistance from the Canadian Urban Institute since 1994, three levels of local governments on the island innovated new modes of cooperation to promote sustainable development practices, to pursue economic growth and to involve communities in local decision-making. This participatory process resulted in the completion of a series of integrated strategic plans for all three levels of local government, the implementation of which have made the island province a model in implementing the country’s new decentralization legislation, the 1991 Local Government Code.
