Emergency Management Practices in Canada:
A report prepared in 2003 for the Japan Local Government Center, New York, in the light of 9/11, to explore the emergency preparedness model and its functionality in Canada.
Federal Provincial and Municipal Governance in Canada – Local Government Primer:
In 2001, CUI prepared for the Japan Local Government Center in New York a primer on the constitutional framework for local government in Canada and examined in detail recent trends affecting local autonomy in large Canadian cities, including the City of Toronto.
Alternative Governance and Service Delivery Model for Muskoka:
In Winter 1999-2000, the CUI conducted a review of restructuring options for the District of Muskoka, recommending the creation of a single tier government that maximizes the opportunity to build on a close fit between watershed and municipal boundaries. This study identified strong "communities of interest" in Muskoka at the regional scale that supported the recommendation for a single-tier government.
The Privatization Experience in Ontario:
A comparative review (October, 1999) of privatization practices currently being implemented in the province, augmented with commentary on UK and privatization initiatives at the federal level in Canada.
Integration of land use and resource policy planning:
On behalf of the Ontario Ministry of Municipal Affairs and Housing, conducted a 1998 international review of government approaches to policy delivery in the area of resource and land use planning, covering a dozen countries around the world. This led to recommended options, which were accepted by the government as the basis for future business planning.
Amalgamation Update:
A research report prepared for the Japan Local Government Center, New York, summarized the rationale, trends and key issues related to amalgamations in Ontario since 1996.


Economic Development and Environment
Urban Health:
In 2002, the Canadian Urban Institute worked with Health and Everything on behalf of the Wellesley Central Health Corporation (WCHC) to prepare a report that clarifies the concept of urban health. The final report provides a toolbox of approaches that the WCHC might use to work constructively with community initiatives aimed at improving urban health.
Industrial Sector Study: The Aerospace Industry:
For the City of Mississauga, in 2001 the CUI researched the global aerospace industry to explain its relevance and role in the economies of Mississauga, the GTA and Ontario. The study examined key trends affecting aerospace firms in the city and documented their spatial and economic contribution.
Industrial Sector Study: Warehousing & Distribution:
For the City of Mississauga, the CUI researched the impact of warehousing and distribution on the local economy, focusing on the factors contributing to the development of the “third party logistics” sector. This involved undertaking a competitive assessment of highway and airport infrastructure. In partnership with CB Richard Ellis, the CUI carried out two sets of interviews with ICI brokers and logistics industry executives to identify trends in site development. The study also reviewed the regulatory framework for planning and development for this sector in the GTA, recommending changes to the city’s zoning by-law to accommodate recent changes in industry practice.
Economic readiness for municipalities:
On behalf of the Ministry of Municipal Affairs and Housing, conducted a 1998 research project to prepare a report to assist smaller Ontario municipalities to assess their readiness to attract new investment. The results of the research were successfully presented at three charrettes across Ontario to an audience of municipal officials and the material has been revised into a training manual that is made available to professional and business organizations interested in enhancing economic readiness of municipalities.
Historical Land Use Inventories: A Guide for Ontario Municipalities:
This is a 1997 "how to" manual for Ontario municipalities, public health officials and others wishing to create inventories of potentially contaminated sites produced in cooperation with the Toronto Environmental Protection Office and sponsored by the Ontario Ministry of Municipal Affairs and Housing.
An Approach to Organizing Economic Development in the Greater Toronto Area:
A 1996 research paper prepared on behalf of the GTA Economic Development Partnership to explore the feasibility and options for developing a public-private partnership model for economic development in the Greater Toronto Area. The Greater Toronto Marketing Alliance – a public-private partnership – has now been established, based in part on models presented by the CUI.


Urban Planning, Housing and Growth Management
Growth and Development in the GTA: Who Pays, Who Profits:
With the Association of Ontario Land Economists, the CUI brought together practitioners from many disciplines to investigate the challenges and prospects for growth in Greater Toronto.
Pre Campaign Feasibility Study: Great City, Great Living Campaign:
March 2002. This was done in partnership with Ketchum Canada for the City of Toronto, Urban Development Services.
Smart Growth in North America:
A research and publication conducted in 2001 by CUI jointly with Bob Onyschuk et al. from Gowlings. It is a comprehensive research paper discussing the Smart Growth movement in the United States and its applicability to Canada.
Shaping Toronto’s Future – Toronto’s Official Plan Launch:
On behalf of the City of Toronto, the CUI developed a program to raise the profile of plan-making in the city, bringing together international experts with Ontario-based specialists to engage in a direction-setting exercise in April 1999, followed by a report on the proceedings.
Roundtable on Best Practices Addressing Homelessness:
On behalf of the Canada Mortgage and Housing Corp, the CUI planned and conducted five regional Roundtable Sessions across Canada in spring 1999 followed by a national forum in Ottawa that promised a better understanding of current practices and future approaches to addressing homelessness.
The Intensification Report:
This was a journal published by the CUI from 1993-1995 with funding from the Ontario Ministry of Municipal Affairs and Housing. It explored the issues of environmentally sustainable urban development, the impact of current development patterns on the livability of cities and the need to promote compact urban form. A selection of articles from the report was republished as A Practitioner’s Guide to Urban Intensification in 1997.


Transportation
Moving Goods in the New Economy: A Primer for Urban Decision Makers:
For Transport Canada, in cooperation with Moving the Economy, researched and prepared a publication that assessed the global and local effects of changes in logistics and supply chain management. The report identified gaps and opportunities to update government policy, including case studies on innovative partnerships and development practices in the supply chain management and logistics sector, such as trends in intermodal technology, supplier campus development and the use of intelligent systems that improve load factors for intercity deliveries.
